
The goal of the eIDAS Semantic Task Force coordinated by go.eIDAS e.V. is to develop semantic data specifications for selected attributes according to relevant European regulations and schemes for the attestation of attributes, which build opon them.
The initial work focusses on the 'Minimum List of Attributes' according to [(EU) No. 910/2014] (Annex VI) while considering potential synergies with [(EU) 2018/1724] (Annex II) and other relevant regulations.

For the purpose of the present document, the terms of the amended eIDAS-Regulation [(EU) No. 910/2014], its Commission Implementation Regulation (CIR) [(EU) 2025/1569] and [ETSI TS 119 478] apply. The most important terms are included here for the convenience of the reader.
'attribute': characteristic, quality, right or permission of a natural or legal person or of an object; (see Art. 3 (43)) of [EU) No. 910/2014]);
'authentication': electronic process that enables the confirmation of the electronic identification of a natural or legal person or the confirmation of the origin and integrity of data in electronic form; (see Art. 3 (5)) of [EU) No. 910/2014]);
‘data model’: abstraction that organises elements of data, standardises how they relate to one another and specifies the entities, their attributes and the relationship between such entities; (see Art. 1 (13)) of [(EU) 2022/1463]);
’electronic attestation of attributes’: attestation in electronic form that allows attributes to be authenticated; (see Art. 3 (42)) of [EU) No. 910/2014]);
‘evidence’: any document or data, including text or sound, visual or audiovisual recording, irrespective of the medium used, required by a competent authority to prove facts or compliance with procedural requirements referred to in point (b) of Article 2(2) of [(EU) 2018/1724]; (see Art. 3 (5)) of [(EU) 2018/1724]);
’catalogue of attributes’: digital repository of attributes that is maintained and published online by the Commission; (see Art. 2 (3)) of [(EU) 2025/1569]);
’catalogue of schemes for the attestation of attributes’: digital repository listing schemes for the attestation of attributes registered in accordance with this Regulation and that is maintained and published online by the Commission; (see Art. 2 (6)) of [(EU) 2025/1569]);
‘scheme for the attestation of attributes’: set of rules applicable to one or more types of electronic attestation of attributes; (see Art. 2 (4)) of [(EU) 2025/1569]);
’semantic data specifications': specifications, with human- and/or machine-processable representations, that define how data is recommended to be organised, described and interpreted to facilitate accurate understanding and exchange between systems, applications, and people; (see [ETSI TS 119 478], clause 3.1)
NOTE: Artefacts comprising a semantic data specification can include visual diagrams (e.g., UML class diagrams), human-readable documentation, schemas (e.g. RDF schema, XML schema and JSON schema), alongside pertinent code lists and constraints, in relevant formats.

The categories (1) through (12) are listed in the 'Minimum List of Attributes' according to [(EU) No. 910/2014] (Annex VI). Some of them also serve as structured evidence in procedures according to [(EU) 2018/1724] (Article 14 (1) and Annex II).
